Richmond RCMP say they have identified and located the man seen kicking a librarian on a viral video shot Wednesday.
“This was an isolated incident that was not racially or ethnically motivated,” RCMP Corp. Dennis Hwang said in a news release, adding the incident was not connected to the modular housing meeting.
